This made it clear why tomcat was throwing this exception and failing to start. Java.sql.sqlexception: Cannot Create Jdbc Driver Of Class '' For Connect Url 'null' By specifying the war as a docBase, you're probably telling Tomcat to run the webapp from the war file.
