Is there some kind of third party firewall on here?  Something like Symantec IS?  If so, try completely removing it (disabling it won't help) and see if this problem goes away. I boot the computer in safe mode with networking and it still does not work. (the netstat info looks the same). I really thought this would have solved the problem and was very dejected when it didn't.
