Then I tried to play online...and it would not connect. Then i had to reboot...it made changes to the system settings then I started up Unreal for the benchmark to see if it helped. This would have the computer make a second request for an address towards the end of the windows boot. Why would TCP/IP work after the system is setup, then fail shortly after?

I rechecked WINIPCFG before anything else and I still received the fatal error. I think it would be easier to reinstall Windows. Will check back. Thanks!

Also remove any windows networking (Control Panel -> Add/Remove Programs -> Windows Setup Tab).
